In all seriousness, he had ridiculous levels of rage and was doing the super schtick for 21 years nonstop. It’s the same with Punisher, he’s that good because he’s been doing it for so long and is still somehow alive to learn how to do it even better next time.
Rorschach is very fit and strong, has a ton of experience with fighting since he was a kid, and has zero hesitation when it comes to fighting or hurting people.

If you actually read through it the only people he's actually seen beating the shit out of are low-lives and hoods, and he takes most of them by surprise or improvises with inanimate objects or his environment to take them down. The few times he actually fights other people on more-or-less even grounds he gets the everloving shit kicked out of him. He mostly seems to get by on his reputation for being a psycho than being a genuine physical powerhouse (that isn't so say he's not resourceful and dangerous, just that he does have very human limits).
Eh, I think it’s both. The only times he fights “hand-to-hand” against someone who isn’t a “lowlife” is Ozy, and that wasn’t a fight, Ozy punched him twice after seeing his reflection in his dinnerplate, then refused to send away Bubastis when Walter challenged him to a real fight. Walter lost, but it’s not a real showing of anything.
Mostly though it’s probably he’s just really SMART at fighting than a brute. He’s used a pepper shaker, a cigarette, a scarf, dog corpses, frying oil, matches etc all as weapons because that’s just so much more sensible than trying to fistfight multiple people to death.

Part of being a good fighter is knowing how to handle the pain from taking hits. He is unhinged mentally AND he's been doing this shit for years. He doesn't mind taking a beating, whereas the goons he beats up can't handle it. Also he really does not give a fuck and so he breaks bones, fingers, etc.

He's really intense and will go for the kill from the gate. Other people have to build themselves up. Rorschach has enough knoweldge, experience and competence to hit first, know where to target and to not stop. I'm fairly certain he'll go for the eyes, nose and any other vitals if you give him the chance. His strengths are his intimidation, his awful fucking smell and his tenacity.
Rorchach's a human pit-bull. He's not the biggest dog around, but you sure as fuck don't want to have to fight him.

^^^This. The idea a small guy can beat much larger guys through martial arts / fighting skills is bullshit. My money is on the guy twice as large in a fight every single time. I love kung fu movies and Bruce Lee was as close to a superhuman freak with total mastery over the tiny body he had to work with, but I still recognize Brock Lesnar would EASILY murder him.
