Basically, when Waterworld was about to come out in 1995, Universal was convinced it was going to be a monster hit. They thought it would usher in an entirely new era of "science fiction on the high seas" movies. So they started to look around for any property that might conceivably be competition for their new franchise. They stumbled upon Namor, who is not only a bit of a sci-fi-in-the-ocean character, his official name is "The Sub-Mariner," which to Universal sounded too much like "The Mariner," which is what Kevin Costner's character goes by in the film.

So Universal decided to be proactive and nip their potential competition in the bud. They offered to buy Namor's film rights, and Marvel agreed; remember, this was around the time that they were selling off film rights like crazy because they needed the cast. And THEN, of course, Waterworld was a huge flop, so all of Universal's plans were ruined, and ever since Namor's film rights just sat in their IP files collecting dust. I guess Disney got a hold of them at some point, though.

I mean, I'm certain they're working on something Namor-related, otherwise they wouldn't be reprinting stuff the way they normally do when a movie is near (for reference, February is chock full of Black Widow omnibuses and reprints), and they're doing this one.
I don't believe for a second in anything WeGotThisCovered publishes, but I can see a movie like this happening. He has obvious ties with the Fantastic Four but not as prominent as Black Panther has with them, while the second most prominent character Namor collided with, aside from the Invaders, was T'Challa indeed.
So yeah, it's very likely, I think it could work, but it needs to be a long movie, approaching the 3h mark like Aquaman did, so they can set this whole thing up properly. It's be a disservice not to.

During the 5 year snap, M'baku was elected leader/took power and gained the abilities from the heart shaped herb. He did his best to incorporate Wakanda into the modern world like T'challas last wishes were before Thanos' invasion, but there was too much power to be held in the old ways. Traditional values=/=nationalism, his stance invited antagonism from nearby African nations, and they find themselves having to be the continents big brother and clean up the problems for their fellow man. Eventually it's revealed that the advisor Achebe is behind it all, in an attempt to undermine the wealth and power of Wakanda.
Of course all of this would be undone by them showing T'challa, his mum and sister standing at the royal palace during Tony Starks video eulogy
