According to Azzarello himself at the beginning that was supposed to be the actual Bruce Wayne and the "Stanley" name was just a disguise while he was in London. This "Stanley" only became a distinct character once editorial changed their mind and told Azzarello that he couldn't use Bruce Wayne anymore in his stories.

I was going to get more in depth on it, but this user already beat me to the punch. DC editorial had let Brian Azzarello use Bruce Wayne during his HELLBLAZER run, before they changed their mind mid run and told him he couldn't anymore. Probably because Azzarello was going to write Wayne and Constantine in a gay romance. This pissed off Azzarello so much that he decided to turn what he had already written into a Bruce Wayne/Batman espy so problematic and hateful DC editorial would regret bamboozling him.
So this is Azzarello going all scorched Earth about it. Enjoy.
