Honestly, I don't remember any one that did. What you described often happens in important rival fights, but actual big bad? I think it's usually some kind of shared attack where everyone contributes (genki-dama style) or going "low level" with the final attack for the sake of nostalgia. "Never before seen power" may be hype, but doesn't really give the right feeling of completion like the described ones do.

SSJ was foreshadowed before, and 8-tails was a logical progression of Naruto's forms. However, while Mugetsu came out of nowhere and was stupid, the way worse asspull in Bleach was Ichigo's hollow form when Ulquiorra killed his ass
