I wouldn't lump F4 with Doom at first. F4 could flop and that would spell the end for a Doom movie. Doom is super popular as a solo character, he has enough recognition that they could even have him show up mid credit scene in Dr Strange 2.

I would have him be from the royal family of Slovania. They were refugees to America when the Soviets showed up, but after the collapse of the USSR the family moved back. They still had political ties, but they too lost most of their family during the Ultron incident.

I would have Doom & Richard actually going to the same University. Ben would've been there as well, he got in thanks to football scholarship. I would even have their relationship be vitriolic frenemies.

Doom would be the major villain akin to Thanos. In these arcs I would introduce the cosmic cube, which had been shattered in number of shards by Odin. This cosmic cube has power equivalent to the power stones. Each shard therefore has a portion of that power.

Doom is seeking these shards to use the cube to bring back his mother whom is trapped in Hell. I would even have Dr Strange travel with Doom to try to save his mother's soul.

Latveria is a small isolationist Balkan nation. So it is perfectly acceptable to just have had it there all along. It doesn't need to be Sokovia renamed.

What Would Doom Do? WWDD

Doom would would send his Doombots and human army to Sokovia as disaster and humanitarian relief. While there his Doombots would have scavenged all the vibranium and Ultron technology. Stark and Fury notice but nothing to he done in the wake of the Sokovian disaster scandal.

Doom gets dusted by the snap. Kristoff pretended to be Doom to maintain stability. WWDD and Kristoff annexes Sokovia during the post snap chaos. The avengers and world governments are basically powerless to do anything at the time.

Doom comes back from the snap and is livid. He is also half angry and half proud at Kristoff for what he did in Doom's absence. Doom starts his men and bots after the infinity stones. The original ones that Thanos atomized.

Doom portals into the UN during the big post hulk snap conference. Taking the podium from the General Secretary. Doom announces Latveria's return to the world stage, and giving Sokovia back to local control. Though Kristoff had already replaced sokovian leaders with Doombot duplicates. Latveria and Sokovia will part of new confederation of Balkan states. Doom placing Baron Zemo has the new head of state.

Right? Works every potential angle to the fullest, fits and also acts to expand the universe.

Easy sell.

What they could do is have Black Panther go up against Kraven/Bushman in the second movie. Bushman is hired by someone to steal something from Wakanda, the ending credits is eventually revealed to be Doom hiring Bushman which eventually leads into a Moon Knight film setting up Bushman to go to Egypt.

"Doom" is so brilliant because he's a cabal of identical minds all working in concert to solve problems.
