if you carefully look at the designs, and the style of the show, especially the one in the pilot you can see there's a lot of influence from 70s British culture
Yumi is obviously a Punk rocker, and Ami is styled after British mod
basically what I'm saying is the show was probably originally conceptualized as just being about British musicians but probably choose to bank off the ANIME crazy going on in the in the early 2000s
and what better way than using ACTUAL POPSTARS in the show as characters?
They still air it on Latin America.
and Puffy were already has-beens so licensing their names was probably cheap.
I think they were thinking it would be cute and funny, like a lot of old band toons/movies. like Spice World, which was really funny

I despised this show when it was airing. It felt like insulting poor quality, especially since it was replacing timeslots that previously had shows like PPG, Dexters Lab & Courage which were all great shows. A few years ago I happened to catch some episodes as an adult during a trip to Latin America and it was just as bad as I remembered.

I distinctly remember some of the promos, especially the one with Yumi combing and pulling off pieces of Ami’s hair for some reason, probably during one of those CN City commercials

This makes sense, especially since IRL Yumi isn't some sort of edgy hard rocker like they portray in the show, the personalities for the main duo have no connection to IRL and the real people those characters represent seem tacked on after the fact. Musicians from Britain coming to America and interacting with the culture would be incredibly tempting to replace with Japanese during the anime bubble. Unrelated, but I still find it funny they had to call them "Puffy Ami Yumi" instead of just Puffy because of the name Puff Daddy was using that day of the week.

Considering the show was from the same guy that produced Teen Titans and Ben 10, both franchises they are still milking today, and got 3 seasons with a 4th having been in production, I bet they were thinking "Making money is easy." It only got canned because Snyder came in and moved to push CN Real causing the old guard to leave the studio.
