Is he really more powerful than Franklin Richards, Hyperstorm, or Jim Jaspers?

When he is in full control of himself he is limited only by his own imagination. He can remake reality at a whim.

However since he is not sane, his powers are limited and these powers will frequently and literally go off on their own so he's not that strong normally.

jaspers needs reality to mold, otherwise he's powerless. Legion can create things out of nothing
in multiple comics. He has a fractured mind, an each personality uses one specific power, and heconinually creates new personalities, who sometimes take on a life of their own.
During an attack of sanity he wrote himself out of the whole of reality, all arvel universes, and altered all of them so his unexistence wouldn't affect them

As far as we know, Franklin is top-tier on a universal level. He got killed with the multiverse just like everyone else prior to Secret Wars. Jaspers has no such limitation.

Franklin is a bitch nigger who had to be amped to stand a chance against a group of Celestials.

In a really good run with Blindfold he's having a breakdown because one of his powers manifested as an evil Xavier goblin that can see into the future of all timelines and Legion ends everything.

Blindfold gives him a confidence boost and he finds a fragmeng that ends up being his complete self. He then has the ability to just remake everything whenever and wherever he wants but hangs outside of existence instead of forcing his vision of what's correct on others.

Then in Rosenberg's run Legion comes back for no reason and Ruth commits suicide.

His subconscious can access his reality warping. Legion is basically a reality creation engine like Franklin but where Franklin has to actively court his power Legion has to fight to not use it (with varying degrees of success.) A sane Legion edges Franklin out only because to be a 'sane Legion' requires David to have a mastery of his own personal reality and Franklin has been shown to be vulnerable to outside forces influencing him (the beyonders and God Doom most recently.)

Franklin Richards wasn't at the peak of his power then. Peak Franklin Richards is him as an adult. Jaspers can't use his powers outside of reality. Franklin is capable of creating new realities even outside of reality.
