The Kale/Blaze and Balidinos are bound by Blood to become spirits of Vengeance, though Johnny became Zarathos Host and Danny became one Thanks to the Medallion bound with Kale's Spirit.
Kowalski's spirit was tainted by the satanic rituals and Hellfire was enough to seal the deal to turn him into Vengeance, Alejandra is the daughter of Adam the 1st man, so she became one due to her spirit merging with Zarathos + a dip in Pure Hellfire later on.

also Zarathos unleashed could wipe most of 616 with a whim, but his powers are limited by the host itself, Unless the host sets him lose.

Noble possessed every firstborn of his bloodline to create new riders while the other side of the kale line guarded some spellbook that only members of the kale bloodline can read (Jennifer Kale)
Naomi was bound to Noble before her death and found a way to get the curse to bypass her firstborn Johnny Blaze, but mephisto stepped in and bound john to zarathos meaning Barbara was next to get Noble but she was mortally wounded so the curse passed to Danny upon finding Naomi's bike
Badilino was bound to the medallion and made a deal with Mephisto because of a grudge against Blaze/Zarathos
Badilino died fighting Hellgate and ended up in hell but was ressurected and depowered before passing johns shotgun to Kowalski
Blackheart reconstituted Zarathos within Blaze but John suppressed him til hammer lane
Kowalski was penance stared by blaze the received a spirit when Danny fell from heaven
Alejandra was adopted by the biblical Adam who tricked blaze into exocising zarathos the used the seeker to bind her to Z but blaze shot her in the head and took Zarathos back

Which is now in Blade's hands.

The reason of why Zarathos GR didnt wiped out mojoverse was because Johnny put him back in control, plus Rogue SOMEHOW wasn't affected by it when she absorbed him, by logic her soul was tainted by the spirit of Vengeance.

Marvel seems to be trying to separate Zarathos from the whole angel thing set up in the Way/Aaron run
