In one instance, thor becomes unworthy, the hammer was destroyed later, and his ex gives him a pebble left over from the hammer, and thor was barely able lift it.
In another instance, Hulk struggles to lift the hammer, but forcefully does so from his shear strength.

If it were, any child would be able at some point in their youth be capable of weilding it. Hell, Chichi was able to ride on the Nimbus cloud as a child so if we're *only* using the Purity metric she'd be capable of swinging it around. Goten and Gohan too, and Gohan only nutted up after being pushed into a corner and had to watch Android 16 die before he finally let loose.
