Just seems to be something all wielders have in common. Thor is an ancient viking god whose fought countless battles. Just makes sense to me.

Let's be honest, how is anything really a qualifier.
There's never been any specifics on what makes one "worthy."

I always thought you just had to be pure of heart. Or whatever that's supposed to mean. That's why something like Cap lifting it makes sense since he's the ultimate good guy. Batman is a little more morally ambiguous though, and although heroic, he isn't pure. So my gut tells me he cannot lift it.

Take inconsideration the rest of the Avengers attempting to lift the hammer. Each of them are compassionate and fight for what is right, but the hammer doesnt let all of them lift itself.

HOWEVER, in the comics and some of the animated movies, the hammer WAS lifted by those who were UNWORTHY. They were always people with monumentally insane amounts of strength, who people who found ways to bend the rules in order to lift the hammer.
In one instance, thor becomes unworthy, the hammer was destroyed later, and his ex gives him a pebble left over from the hammer, and thor was barely able lift it.
In another instance, Hulk struggles to lift the hammer, but forcefully does so from his shear strength.

Toriyama has stated in multiple interviews that Goku isn't meant to be a righteous hero. He's always supposed to be a protagonists who loves fighting and has a pure soul, which can put loved ones in danger.

Goku is literally "I am a Saiyan raised on Earth" and "I'm not a good guy, but if you harm my friend then you are dead!"

Being pure of heart, as Goku technically is, does not equate with Worthiness/ the hammer's qualifications.

If it were, any child would be able at some point in their youth be capable of weilding it. Hell, Chichi was able to ride on the Nimbus cloud as a child so if we're *only* using the Purity metric she'd be capable of swinging it around. Goten and Gohan too, and Gohan only nutted up after being pushed into a corner and had to watch Android 16 die before he finally let loose.

...Although to be honest, Chi-chi *would* probably need that damn hammer to beat some sense into Goku which is pretty amusing.

He doesn't have any sense of guilt for his actions and his mind/heart aren't weighed down by those thoughts. THAT is what makes him pure enough to ride the nimbus.
