I have no idea how you expect there to be a functional society when everyone has random superpowers ranging from absolutely useless to being a one man psychic nuke.
This world would undoubtedly evolve into barbarism and effectively run a lottery system on which absurdly overpowered asshole gets to be the king until the world dies from either some mutant super war, or a mutant being born that can just crack the planet by accident.

Either way this inevitably leads to extinction and the official end of evolution for humans.

IIRC not every mutant power is something useful. Sure you may get fire powers or you can get a power that causes spikes to erupt from ass every time you sit down.

Why not just put a gene drive on the mutant gene? For either side you could elimante mutants or have only mutants without killing anyone
