Because higher-ups wanted to force Barry in 2008 so he'd get into the Flash movie that's taken over a decade to come out and be cemented as THE Flash, just like how it was when they were kids.

Even though Jay was completely erased in the New 52, he did exist as the Earth 2 Flash and while later writers did ruin that characterization, he was a pretty good Flash at the start.
