It feels to me more like it's a purely utilitarian thing. Maybe if it forced submission more consistently, but it'd also be pretty OP as a weapon then, so I can understand why they don't use that aspect of it often.
And more importantly, why does she only have one magic weapon? Is there some rule saying she can't have more? Or is it that she can only have one trademark weapon, and she's stuck with a rope because of legacy?
