This isn't a real thing. Actors could have "cannot negatively portray character in other media" clauses so Andrew Garfield can't slag on Spider-Man as Nightwing or something. But there's no "switching" companies thing.
Now they may say "must be available to work on five films" which means they could be tied to the roles for over a decade and depending on the contract they could be forced to abandon projects that aren't related to the film at hand. But it's what made Cavill grumble: he had to be Superman ready at all times and then that led to the infamous mustache CG. Although there that turned into Tom Cruise beating up Warner Brothers which is very ironic.

Phoenix doesn't want to do Superhero movies. He's only doing Joker cause he liked the script. He turned down the role of Dr.Strange anyway, so I don't see him coming back to do something else.

He can pretty much manipulate your dreams as he wishes. Think Freddy Kruger mixed with Loki, minus being a psycho slasher killer pedophile.
Recently he’s been written more anti-confrontational being who really just wants to chill in the nightmare realm and fuck with people. Old Doctor Strange runs have him as the Underling Guy who is eventually revealed to really be working with another bigger bad inter dimensional being like Dormammu or the Fear Lords.

However both WB and Disney don't like hiring headlining actors from competing franchises to avoid confusing audiences. If Joaquin Phoenix lives up to the hype then Disney won't want him for any Marvel movie to avoid comparison to the Joker movie
It's why we won't see Jason Momoa as Kraven, or Margot Robbie in any Marvel movi and why RDJ or Chris Evans won't be in any DC movie either.
It's a moot point since Joaquin Phoenix has said himself he doesn't want to do big franchise movies. He made an exception for the Joker because it was pitched and made like an indie movie and it is a one and done thing instead of being part of some ongoing franchise.
That's not how it works. Actors in smaller roles are never signed to contracts like that. JK was never tied up by playing Gordan and there's nothing technically stopping him from playing that role except for the Batman crashing that is. We'll probably see more actors playing supporting roles for both sides pretty soon
