For what? Making the streets safer? If possible I'd just arrest people and see that they face justice, but that isn't exactly feasible with supervillains and mass murderers and psychopaths. You have to end them. Do you know how many of batman's problems he could solve if he'd just shoot the joker in the fucking face? How many lives would be saved if the joker only ever got that one chance going back to arkham instead of over and over again? Fuck that. If real life superpowers were a thing, every supervillain I fought would be a fight to the death.
Well yeah, but these companies can't do that because the want to use those characters indefinitely. If you want a "realistic" take on superheroes you have to look at stuff like Irredeemable or Supreme Power.

I guess that's part of why I tend to enjoy some of the older pulp superheroes better like The Shadow or Master of Kung Fu. They killed their enemies whenever it was neccessary instead of having convoluted nonsense plots where villains were reused ad nauseum. I think it's great once in a while, or to have villains that make the hero's life hard for a little while, but when that climactic battle happens and they just arrest them and take them to super-jail it just seems dumb to me.
Jason Todd as a villain doesn't make sense to me. The stuff he do might be morally questionable but he's still the hero of his own story. He's basically the Punisher. Punisher does some villainous things but he's not a villain.
SO I guess Anti-Hero seeking redemption but is too deranged to ever be fixed
