It's really hard to tell how he worked with any money system selling planets since he could just go do and take whatever he wanted. Why bother selling planets when money has no meaning for him?

I never understood the "selling planets" thing thing from the point of view that we never saw him do it, or got any glimpse as to how it worked.

All the conquered planets we did see were "Freeza Planet No. Whatever". And he kept calling himself "Emperor" so I assume he was conquering and ruling these planet himself. So was there a planet trade in the first place? Who were the buyers? Was he actually just renting the planets out to people whose own planets he blew up? That's the only explanation that makes sense to me.

He spends so much time conquering he doesn't rule them directly. Maybe he sells the planets to people who wanna control them for a high price, but still keeps an eye on them.

Radtiz talked about it. They clean planets from native life forms and then sell them for rich aliens to do whatever they want with an empty planet.

When Freeza was revealed to exist leading into Namek, he just was retconned into the boss of the operation. But, yeah, after that's initially established, they never talk about it again and none of the flashbacks at that point ever go into it either.

It's easier to run an empire if you can just pay your underlings to do what you want rather than have to personally go all over the universe to threaten them into subservience whenever they step out of line because they don't like being slaves.

DB gods aren't very proactive or intelligent overall. Though being fair, with shit like Moro, Frieza and Beerus going around massacring worlds, the Kais probably stoped giving a shit.

That's why they were the first universe slated for erasing by the highest gods. It was a shithole filled with alien conquerors that gets eradicated every few weeks.

Mortal Level being vaguely define aside, the fact that Universe 11 had basically a space faring Justice League expy that was constantly busy should be a hint that they were in a fairly hostile shitverse.
