Maker pulled a Red Skull and is using Charles' brain to telepathically control them. Possibly he used his stretching powers to recreate Charles' telepathy within his own brain. There's a reason we aren't seeing any telepathy-immune characters like Juggernaut.

Because Hickman did a similar plot in his run on Ultimates so it's very convenient especially since his face is covered. And people would rather believe that it's just Reed Richards in disguise rather than the alternative ideas that it's Xavier or some higher power controlling him.
