She's been gay for longer than you might have been alive. The last bit of Levitz's issues in 1988 had her becoming much closer to Lightning Lass.
Then during the Five Year timeskip, she and Ayla kept up correspondence with each other. When she got out of prison, she "followed her heart" and went to live with Ayla on a nudist farm on Winrath.
They weren't allowed to outright show them as a couple, so the most that happened on page was hugs and subtle comments.
When Levitz got to write Retrobook, he paired them as an actual couple

I don't mind them being black, the problem is their designs look like caricatures. They made Ayla black and gave her red Pom Poms, her outfit makes her look like hoe. Make Garth black and now his lips are bigger and his mouth more outward, also give him a generic black haircut. (I'm black myself so this personally bothers me.)
