Yeah, Namor wasn't in control of his actions. Being realistic, Namor didn't even have the full power of the Phoenix, only one fifth. The other members of the Phoenix Five were in control but Namor was the one guy who went out of the blue and genocided a country. I doubt Namor was in control of his action but he could have resisted better. Most people aren't really that angry at Namor about it (other than T'Challa) for his mass genocide with only 1/5 of the Phoenix. The entire superhero community is more angry at Cyclops for killing one person in self defense while being controlled by the full power of the Phoenix force.
