Real answer? Fox obtained the rights to the X-Men and Marvel was so petty about it that they actively tried to run the franchise into the ground so they could buy it back from Fox for cheap. The Inhumans were designed solely to be the 'new' X-Men which is why they were written to be superior to the X-Men any time the two groups interacted. Also why Marvel VS Capcom Infinite lacked any X-Men and the only ones in MvC3 were staples.

It only makes sense in this specific context because mutants are super powered beings that could kill a whole lot of people through no fault of their own.

Fox never owned the X-Men, they owned the rights to the films. At that point, Marvel actively tried to run the property into the ground, putting on shitty or unproven writers and turning them into antagonists (they were always kind of assholes, even back in their glory days).

I think Marvel got the rights back but the damage had already been done. IF Marvel wants to make X-Men heroic/good again (and that's a big if as they aren't nearly the same draw they were up to the early 2000s) it'll take quite some time.

The point is that marvel doesn't want x-men to be heroic and that movie rights had nothing to do with the portrayal of the x-men. HoxPox were pitched when they knew that X-men were returning, as a matter of fact, that's how they managed to bring Hickman back, they got the budget back for x-books
