The actual reason is because in the early 70's when she was created, most Americans only exposure to many other cultures was just through movies, and usually when Hollywood wanted to portray a middle Eastern culture they would just cast white Italians or white Greeks and maybe put a little makeup on them.

This is most true with lead actors and actresses who needed to look hot on posters and so couldn't look too different from other white actors, so they'd almost always get actresses of Italian descent to play "exotic" characters. Italians and Greeks were perfect since they had all the exotic features (darker skin, narrower eyes, thicker lips, and pointier noses) but in the most subtle ways compared to getting actual middle eastern actors, who were not common and would probably require them to film on location instead of for cheap in the California desert or in Italy.

As someone with Canadian friends I'm aware. You guys hate Natives way more than we do, granted your Natives seem to largely all be pill popping alcoholics, but still.
