The problem is that the harbor is such a big character in the story and a plot would necessarily involve them leaving the harbor and exploring the high seas. Sure they had a episodes of that, but I don't think it would work full-out.

What about a running side-story about mysterious happenings at Stormalong Harbor? Still have largely self-contained episodes both at the port and at sea, but with segments of each building up to something.

It was better than all the shows made after it by the talent that worked on that show. JG Quintel was the show's creative director (Regular Show), and Pendleton Ward did storyboarding on it before he created Adventure Time. Regular Show had a chance to be good but then they gutted the quality after the first season and then the show fuckin nosedived in storytelling and humor by the fourth season, plus it was just fatigue since there wasn't much to the show.
