I don’t even think I fully get this chart. St first I thought it was supposed to be mad geniuses, but people like Harley and Professor Oak are on there.

There's a lot of overlap with this tier list, I should rethink it. My reason for putting Jack Spicer into C was because of the time machine. Stopping time episodes are such a common trope in these scifi cartoons that many characters have a achieved it. Maybe it should be similar to /m/'s tier list with their tier is dependent on what they have been able to manipulate, control, and or create.
Example:

Why is Harley in there?
1. She's a psychologist, not a scientist. If you want someone from DC Luthor or Sivana should be there. Even just for BtAS, Freeze is a better, more fitting choice.
2. She isn't even a good psychologist. Even if you had made a chart of good Psychlogists there is three or four Batman characters than her.

Like, a Green Lantern corps chart of characters that you think have the Willpower to be a GL. or a Red Lantern charts of characters who have the rage to be a RL. Scary characters for Yellow and inspiring ones for Blue, etc. etc.

Dr. Light is on the list since he originally made the Robot Master. Wily only helped build Protoman and later told him a false story about how Light wanted to change him and took all the other Robot Masters from Light. Besides the original set, every robot master featured in the show was built by Wily.
