It really depends on what you are interested in. I got into it because I was interested in the animation (and Peni, but in the end she is just kind of a background character.) , but I think Miles and Peter B. characters were great.

They are both interesting little failures at the beginning, trying to run away from uncertainties and commitments in their lives. Their interaction is fun if a bit cringy sometimes, but I think they have good chemistry. Although at first I thought Miles might be kind of boy wonder because his new fangle powers, but Peter B really settles into his mentor role about mid film, and its really fun seeing them trade blows as Miles being a quick study and Peter really shows his experience and being kind of a genius in some impressive ways. They both stumble a lot, and I feel like obstacles they encounter are real struggle that they had to work on rather just suddenly having conveniently talented individual at every turn. One of the things I thought was a little unfortunate about force awaken, for example. some of the things resolved by Ray's talent could have been delegated out, so its not just a constant parade of other character being surprised at how talented ray was. Its a little unfortunate that this movie wasn't a total ensemble piece, because frankly the other spider people kind of come across as a bit shallow, beside gwen I sometimes forgot other spider character existed from time to times. I also felt gewn doesn't come across too well think its mainly because they don't have the time to properly developed her character properly. I love the mission impossible scenes at the end though, that was dope.

The animation is gorgeous, and full of all kinds of unusual little tricks and freeze-frame details. I could type an essay on just this topic. The way the movie was animated creates its most important rewatch value, and it's worth seeing just for that.
A bunch of moments that pay some kind of homage to the medium of comics: caption boxes, written sound effects, comicbook panels, etc.
Multiverse shenanigans, which I count as a plus because I happen to be fond of them.
Most of the villains get interesting and pretty intimidating takes on them.
Some soundtrack pieces were memorable enough that I ended up downloading them after seeing the movie.
Certain character moments that I'd rather not spoil.
If you watch the movie but end up disliking it, it at least gives you a chance to participate in threads about it with actual input, instead of just repeatedly asking us to tell you what your opinion on the movie should be.

Also, this is an uncommon theme. you never see movies with men being nurturing and vulnerable.

the music is great and perfectly fitting. the animation is unsurpassed. the graphical design is COMPLETELY unique. the dialog is snappy, efficient, and gives every character their own unique voice.

You are right, to a point. We see very little of the Rebel chain of command, so we assume that Luke, Han, and all are just mavericks bucking the system. The only times I can recall major characters specifically went off on their own was Han barging in on the Death Star battle, in ANH, and Luke taking his X-Wing do Dagoba. In the Prequels, Anakin was shown to be wrong to disobey orders. every time he did it, it slid him further toward the Dark Side.

otherwise, all the actions of the heroes were part of some greater plan. either a plan they were handed by superior commanders, or plans they, themselves, developed.

I think "sabotaged" is a pretty harsh reading. By his own admission, Peter was a fuckup. But, this is why Spider-Man is a more interesting character than Superman. Spider-Man is a character who is flawed, but learns to be better, stronger, wiser, and smarter. that lesson from the fist issue, be better, or the people you love will suffer, is a lesson he is constantly re-learning. Superman, on the other hand, is just perfect and never screws up.

Spiderverse Peter is a flawed man, who is flawed in some specifically masculine ways. He learns to overcome these flaws as a result of agreeing to mentor Miles. He becomes a better person, and proably goes on to fix the life he had fucked up.

Yularen orders Ahsoka to stand by because circumstances weren't forcing them to act when they didn't and shouldn't need to, Holdo has everyone going ants in their pants because they're quickly running out of fuel and have a huge fleet right on their tails, their chain of command is mostly dead or comatose and the one person they have left refuses to do anything to meaninfully assuage the concerns

Miles is just the generic protag with the occasional bits of monkey music playing in his action scenes to remind you that yes, he's black. He and Peter B Parker share that classic hero and mentor relationship, but there's also some interesting stuff with Miles father and uncle they do.

Peter B Parker is the most fleshed out character in the movie and even though he's schlubby and depressed he's full hero mode Spiderman. His introduction scene is Miles having every possible advantage in interrogating him and still getting outplayed.

Gwen is kinda a love interest, sorta. They don't use her like they should, if you never saw Spiderman before this you wouldn't really get that she dies when Peter lives and vice versa

Peni B Parker, Noire, and Spiderpig are funny but introduced too late to be anything besides funny and supportive
