okay here's my idea.

Doctor Vicious. he's basically the hulk meets fu manchu, and he hates mutants because his baby was born a real ugly deformed type mutant

What about a group of mutants from another planet who have conquered their world and plan to prove their supremacy to Earth's mutants? I dunno.

A cult of mutants who have been selectively breeding for specific powers, with the first new generation just now reaching maturity

An alien being from another planet who wants to conquer Earth but he's actually arguably a guy on the same levels as Captain America in terms of bravery, niceness, and the like if you're on his side.
He wants to wipe out mutants but only the ones that won the superpower jackpot that gives them OP bullshit. For the rest, he either lets them join him or tries to help give the ones that are fucked beyond relief due to their mutations a way to get rid of their mutations and live normal lives.

The T-Men, a bunch of people with no powers who want to become mutants so they can enjoy the benefits of being ''oppressed'', and quickly declare themselves even more oppressed and important than mutants, and the mainstream media loves them.

The Butchers: a coven of mutants who are also vampires and hunt and suck the blood of exclusively mutants.

A mutant whose power allows them to connect a victim's consciousness to the multiversal web of their doppelgangers. It would overload not only their mind, but every possible version of their mind.

The Squadron Supreme. They fight against muggas because of all of the times that muggas have caused or tried to cause extinction events and how they flaunt their ability and willingness to cause extinction events. They want to protect normal people from shit like Magneto blocking out the sun or reversing the magnetosphere and Scarlet Witch warping reality so it's only muggas around the world.

Mr. Weird, who is basically Mr. Sinister but looks like Gillen.

Mutant Warlord, he just wants to conquer the world and happens to be a mutant

Beholders, a computer drones done as competition to sentinels. The difference is that they are miniatures and are more of a swarm

The U-Men are already this kind of: ordinary humans who believe that they need mutant bodyparts to become the perfect version of themselves. Originally they were played up as a sort of Scientology/religious cult type group, but you could easily emphasise their probable dysphoria instead.

Protector - villain who desires to collect the mutant gene in order to fuel his rocket. His mission is to go back to his planet to defeat the evil warlord

Living ectoplasma - the plasma that lives
And craves mutant blooooood

Warmongers - group of mercenaries who fuel the conflict between humans and mutants for money. They also create fake mutant attacks and false flags to getting more contracts for their weaponry, soldiers and starting wars and conflicts

Magaman - The orange president who is also a mutant, and whose idiocy makes people hate mutants. He is not bad, he's a PR disaster

Shadow cabinet - group of elite mutants ruling the world through money. What makes them different from hellfire club is that x-men don't know about them, and that they pull the strings. They are also behind every marvel conspiracy, including the creation of FF

Half-mutants: mutants whose puberty gone wrong so hard it fucked up their powers and made them an actual threat to everyone including themselves. They are called half-mutants, because their powers are limited in a way that they can dry up. Some of them are a result of some drugs

I really hope that this thread was started by Hickman in order to datamine some interesting ideas, because that way I will know that he is aware that he fucking sucks and needs better creators to pull off the shit he calls writing

I could see them as these internet warriors/SJW who think that they'll help mutants, by being an ass on the internet, but due to being annoying assholes, they make people hates mutant even more, even if mutants also hate them

I get that this is a thinly veiled allegory for how you perceive left-wing activists, but I think you forgot to make them a credible threat. Just like in real life, these people are harmless.

The containment crew. Mutants all held permanently in special designed prisons to restrain their devastating powers. They want freedom but ultimately because of their power they will never truly be able to be welcomed back into society. And if they tried to be apart of the rest of the world, the devastation they would cause would be monumental

That's actually pretty interesting. Maybe he's like Doctor Doom, but unlike Doom he has no country behind him. No soldiers, no gigantic castles, none of that stuff. Maybe he's just all on his lonesome most of the time, with most of the threat being the movement he brings due to people seeing him as a sort of messiah or some shit.

Dr. John Merckson
Uses mutant blood to distill tonics that temporarily grant the powers of the mutant whose blood was used. Short term results can be very potent, giving the recipient powers that almost match those held by the mutant, but over time and with repeated use the powers degrade and become dangerous to the user. Exactly how effective the drugs are with each patient varies enormously. For example, a drug derived from Angel's blood might work fine but it could turn you into Beak.

Some kids take these drugs for self-esteem issues or just because they really want to be mutants and are very resistant to having to register their user because natural born mutants aren't expected to. This causes conflict with the X-Men who have no problems recognizing that the artificial mutants could be dangerous to bystanders -- room for debate within the X-Men over this. Welfare of the kids themselves is also questionable. Adult customers might just believe really strongly in freedom of expression and see the drugs as a natural development of the body modification subcultures -- perhaps a precursor to bio-transhumanism.

Merckson's henchmen would end up looking pretty monstrous as a result of malfunctioning powers. Healing factors would run rampant creating keloid scars and cancers, eye beams would eventually tear away eyelids, and withdrawal symptoms would include death. The ability to get his employees dependent on the treatment would open them up to further exploitation. Perhaps some people who want the drugs but can't afford them end up taking on dangerous jobs for Merckson where they have to take on additional mutant powers in return for money and the drugs of their choice. So maybe you want simple super strength, but Merckson needs a guy for underwater operations so you end up having to take drugs that give you gills and webbed feet as well.

A mutant terrorist who's completely fucking insane and wants to make humans literal pets to mutants.
His power is that he can turn objects into bombs, and that, by focusing enough on them, he can make them detonate. Moving objects require hard focus for him, and it's even harder for living beings.

What would his crazy powers be?

For the most part, Merckson gets his blood from paid donors in the third world who have to undergo excruciating treatments. Although technically the donors did consent, he doesn't make it clear just how unpleasant it will be and makes it very difficult for people to leave once they have signed up. On rare occasions when exceptionally valuable mutants are identified and refuse to cooperate, he resorts to coercion or outright abduction depending on the country.

Entire-For-Me

A mutant super villain that is capable of stealing mutant powers from others and turning them into humans as a result. Also can implant stolen mutant powers into others.

EFM has been alive for centuries and has fought Apocalypse on several occasions. After his battle against Me-For-Entire, his face us left disfigured and scarred.

He got a disciple named Decay that can cause anything he touches to decay. Is also a total emo with severed feet over his body and face.

The Five-In-One

A mutant who's power it is to physically absorb other mutants inside his body, imprisoning them, and allowing him to use their powers and skills
At first he can only take mutants with similar powers at a time (psychics, elementals, animal mutants, energy manipulation, etc) and if he wants a new type of power he needs to release the mutants he already has

Psyche-Ward; A mutant psychiatrist with a chip on his shoulder for telepaths.

Has the ability to track and trap the psyches of telepaths in a metaphysical prison in his head. He attempts to rehabilitate his captives through methods ranging from conventional to torturous; attempting to convince them that their powers are threats that endanger not just humans but the minds of all sentient life.

Hemorrhage.
He's literally just a vegetable mutant who's only power is to give others with psychic powers within a 1 mile radius extreme mental pain. He's only used by a villainous group so Jean Grey doesn't convince them they're gay.

A group of mutants led by some dude named something like One-Upper or something like that. Basically, this guy was just a normal dude training to become an athlete. But it turns out he's a mutant. Essentially, he can just train his body past "peak human" into superhuman territory, but it still requires training. His backstory will be that he was bullied by regular people when he was a scrawny kid, leading to his decision to bulk up. He then becomes freakishly strong and is feared by humans but not accepted by Xavier or the school or whatever. I've only just had this idea, so it could definitely be workshopped, but the premise is that he still has to go through the training and dedication, but his mutation enables him to *become* superhuman. His team would be a bunch of people with shitty underpowered mutations like a guy who can perfectly throw his voice or something along those lines.

Mind is a Purifier cuckold with a high IQ who likes seeing his mutant sister Body fucked by other mutants.
