"One Year Later" was meant to be new status quo and new creative teams for DC characters. A few OYL tales are pretty good (Superman: Up, Up, and Away and Green Lantern: Revenge of the Lost Lanterns), these two-- are the infamous ones remembered from that (besides a third Hawkgirl). Actually the decision seem to have went above editorial's heads. They were just the guys that delivered the bad news to Simonson.
Piecing together some of the bts shit, many of the creative directions from OYL came directly from Didio (who had gotten into his head that he was the next Jim Shooter). I believe the Hawkgirl decision probably was one along with the whole character assassination of Cassandra Cain.
