It's no secret that in most shows, the storyboarders do whatever they want. This leads to unintentional off model issues (steven universe) and stuff like sabrina cotugno trying to force lesbians into every scene.
**The networks**
none of them really promote their new shows. They just don't care.

CalArts style is an art style that is currently popular in Hollywood where people learn how to draw by looking at each other's art rather than looking at real life.
There was a point when everyone was drawing like Disney, and that was the defacto "CalArts" style, because people were not learning how to draw people from figure drawing, they were learning how to draw people by looking at Glen Keane's art.
It's similar here. Newbie graduates who get jobs in the industry no longer go through the proper channels to improve their artwork, they "learn how to draw" by studying the people around them. And many of the people around them are pretty average at drawing to begin with, which means the imitator is going to be of even less quality.
So it has no clear definition other than popular style of the time

But there's a difference between "popular style" and a style that becomes popular because people learn from it.
For example, over in Europe, pic related is a very popular art style especially for Gobelins students. But Gobelins students are not just aping each other, they're drawing from real life and then coming to similar conclusions on how to draw things.
The people who work on stuff like Amphibia, We Bare Bears, Gravity Falls, Regular Show, Adventure Time, Steven Universe, etc. are not doing that. They are looking at just each other's work and then drawing characters based on their comfort zone of what they've previously done in a TV animation pipeline.
It's why when you look at so many pilots made by Regular Show alumni, they all look like Regular Show even though the art style is fucking horrendous and most self-respecting artists would not aspire to draw like JG Quintel.

Studios don't decide anything at all. The producers hiring them do, and they invest money in what they believe is trendy now or at least still somehow makes money or is good enough advertising.

They're meant to help director visualize a script on the screen and help construct and establish the visual storytelling and pacing on the screen. In movies its often even preferred the storyboard artist does not make the characters look too specific with facial features, so its easier to think of multiple actors doing that same role. Primary things a good storyboarder needs is the ability to draw fast and think fast of exciting ways to establish and portray a scene. In Disney storyboarders often work in front of a committee board of storywriters and CEOs who throw quick ideas and its his job to quickly draw them out.
SU off-model problems are either caused by something else, or their team really is so retarded that they take Storyboard panels and treat them as the kind of art they should finalize, when what storyboards are in terms of drawing quality are hasty sketches.
