Scooby-Doo had an interesting premise that was easily understood and couldn't be weighed down by shitty storytelling or animation.
It's four kids and a dog in a van solving mysteries. Much simpler than understanding why an nine foot tall shark was singing in a band and fighting aquaman villians, and more creative than a 'superhero parody with Fred Flintstone.'

The Teen Angels are pretty hot. Shame they get no art.

Weirdly, I think it was restraint that kept the series from souring when older premises got stale. IE The characters and premise had personality, but not a LOT of it. No one character acted like hammy twats (and when they did, they immediately cut them, like Scrappy), no one character hogged all the air time, and the creators didn't pander to anyone or anything other than "Supernatural stuff is pretty cool I guess." The dialogue was pretty simple and easy to digest too. Inoffensive and wholesome sells.

The Dog Totem is very powerful.

I think part of it is while all of the imitators had their equivalent to Scooby, and they usually had equivalents to at least two of Fred, Shaggy, and Daphne, practically none of them had an equivalent to Velma

Everyone loves mysteries and/or detective stories. Combine that with a likable cast and you have an evergreen franchise.
