Except in this case, a fifth female turtle as a concept can be fixed by following two simple rules: make her a *good* character and who can contribute something.
Jennika is right now in YMMV territory but she was introduced like halfway into the IDW run, she became a sort of surrogate daughter to Splinter, and they bided their time with this one. They waited nearly 50 issues to spring her plot twist. That's doing things right by a far bigger margin than toting in a boobed Scrappy who one shots Shredder with bullshit plot magic and then acts like a gullible moron in her downtime.

If the former, you're high, if the latter, then I'd point out that the warm body currently filling in as TMNT artist makes every female character look like a dude. I'll be glad when they get one of their regular artists back.

Not a hope in hell of them "sexing up" Jennika. They're hardcore in love with making the guys look as similar to one another as possible, and IDW will almost certainly want to go the route of "but turtles don't have breasts, so Jennika won't be curvy." Venus poisoned the watering hole forever, most likely.
Pretty much the only way that'll change is if fanartists keep pushing little tweaks until one day one of the fanartists happens to go pro and makes their way over to IDW. But the book would need to keep being printed for years even for that unlikely scenario to happen.

Sophie Campbell announced on his twitter that he'll be taking over as writer of the TMNT ongoing series beginning with issue #101 (yes WRITER, not artist). So don't expect anything to change any time soon.

Realistically, a good editor should tighten up characterization so that they sound consistent from writer to writers. So if Curnow lets Campbell write Alopex that way, then I guess it's more Curnow's fault.

From the start the IDW series has avoided sexy designs for the girls. Allopex's design was muted from what Eastman came up (some of his art was bustier... and more blatantly cribbing from Ninjara), Karai and April are rarely drawn hot, Null could've been sexy but is never drawn that way, Koya and Jagwar have no breasts, Kitsune covers up, ... Jenny Pride is probably the hottest character, and that's mostly just that she tends not to wear much, what with all the hot fur. There's not much of a history for sex appeal in this book (aside from Leatherhead).
Not usually, but some of her later appearances she came across more feminine than that. I don't have time to dig through issues to find it, but she shows some vulnerability and displays a softer side here and there.
Basically different teams of writers and artists lean different ways on characters, like how Alopex shifts from mangy killer canine to fluffy cute dog girl sometimes.

Because Jennika isn't a "new girl." She's already got an established look, and it wasn't sleek and stylish. I would list all of that as good things.
She's not one of the originals, and trying to graft her on as a just-like-them Turtle would be stupid and never feel right. Having her be a member of the Foot clan - complete with Foot weapons - that switched sides (and species) gives the writers something to work with. She's literally someone that is technically older than the boys so in some things she'd be more worldly, but (1) she's lived most of her life following orders, and is still getting the hang of the whole 'thinking for yourself' thing, and (2) she's used to being a human. That means in a lot of things she's going to need to get taught by the guys, even though she's older. It's not a guaranteed awesome dynamic, but it could certainly work.

Not saying every artist has drawn her equally badly, just that there's been consistency in drawing her as someone that does NOT try to look nice. I figure it's because they wanted to give her a pretty classic Foot mask, which really necessitates short hair, and if your character doesn't have much aside from a buzzcut and was raised not to care about fashion, you're going to get someone who isn't exactly a sexbomb.
Yeah, that's what happens when you have different artists doing the characters, they each bring their own particular spin and sometimes it works, and sometimes it doesn't.

1. She didn't have tits to begin with. They went with the "athlete build" that's almost flat as a board.
2. There are VERY few female human-origin mutants, so IDW is free to make up their own rules on breasts and things. There's, like... April a couple times, Perrii Grey, Mona, and the 2012 series' Alopex and Karai. That's it for female human-origin mutants over decades of media, and the level of letting them keep breasts varied hugely.
It's a hard sell saying that the human character who could be mistaken for a dude in a dark alleyway should now be very clearly female after being mutated into a species that has no breasts.

So? Splinter literally is running the same ninja clan that tried to kill them for the past 15 or 20 issues and that only bothered them for like 5 issues.

For me the bigger problem with her is that we kinda know how she got into the Foot, that she started out more loyal to the clan then became loyal to Splinter, that she's more or less got honor, and she thinks Casey is hot. And that's about it. Nothing about her likes and dislikes when not on the clock, nothing about what food she likes, what her taste in music or movies are, just not a whole lot of fleshing out.
The rest of the Foot Clan is even worse. It's what's made it obvious that Splinter will lose control of the clan, the writers didn't invest any time in telling us about Bob the Foot footsoldier, or Tenchi the elite Foot bodyguard, or any of them. By all rights when Leo checks in on Splinter he should be turning to one of those mooks he'd been training and going "hey, Sakura, have you been practicing those sweeps like I told you to?"
No fleshed-out Foot = Yeah, they need these people to stay faceless goons so the guys can kill them again without feeling bad.
The fact that the Foot clan member we're meant to care about the most has been fleshed out so little is especially glaring.
We know she was abused by her dad, ran away from home, she hung out with street punks, was friends with a foot clan member, and went to jail, before joining the foot.
We know she's struggling with her identity and her sense of right and wrong.
I'd agree she needs to be fleshed out more, but have you seen the size of the cast? There's not a lot of room since TMNT Universe got canceled, and a lot of characters have to make do with very little spotlight since then. I don't even remember what Casey's off doing right now, and he's Casey Jones.

Slash was never spoken of as being their brother though. I'm literally going by the stuff Waltz has said happened, that the boys saw her as a sister and Splinter saw her as a daughter. And... where's that in the book? If she was meant to be like Slash, just another mutant that happens to be a turtle and friends with the gang, then okay, what we've got is fine, more or less. For the newest addition to Clan Hamato, and someone the writer is saying the family sees as a new member of the family, AND the face for the entire concept that the there are good people in the Foot clan... we should've gotten more.

I've read the book as it's come out and about half the spinoffs. I remember the AU April that gets mutated into a crime fighting wasp woman more readily than I do anything Jennika's done. She's just kind of a background character to me, and now she's being shoved in the spotlight really, really hard.

This. Jennika is dull. I mean learning her background didn't impress me, up there with learning Nobody (Angel) and about her past. Though I'd argue Jennika is worse as Nobody is an established character from the original Mirage Comics.
After learning Jennika's background what else is there to her? She was Shredder's murder tool and when Splinter took over after a spat Jennika ALSO becomes Splinter's murder tool. She's a tool overall, not even a character.
And one reason I don't like Jennika being part of the core Teenage Mutant Ninja Turtles is her job. She's a murder tool. For this continuity the turtles killing is a BIG deal. So why would they with open arms accept a mass murderer who has been killing since before the turtles were even mutated? She doesn't fit, she's a murderer. And I hate the pretentious "Oh you're a turtle now? You're a Kill Virgin this is a new life and your past no longer matters." No. This bitch has no business to pretend to work in this continuity of TMNT. I can see her working in Mirage because the turtles murder there regularly. Hell with some writing skill I can see her working in TMNT 2012 because Leo killed Shredder, but in here where No Killing is a major theme for the turtles? Jennika doesn't work.

They didn't even wait a full arc between Slash's death and Jennika's mutation. It's not even been a year. They pretty much went straight from the wake to her stabbing.

Thing is, Splinter's a murderer too in this continuity. She became his hand. She killed Darius when he gave the order. I'd argue that this is things coming home to roost for him. He lost sight of the PEOPLE around him and started seeing everyone as assets, and it ended with things going very badly for the first person whose name he bothered learning after taking over the Foot Clan. The arc of Splinter as leader opened with him stopping Jennika, who attacked him because she thought his mercy was weakness. He told her mercy wasn't weakness. Fast forward to him yelling at his sons for showing mercy to the Triceratons. He's lost his way, and he's been moving away from the very things that made her loyal to him in the first place. Of course he was realizing that when he tried to give the clan to Karai, but it was a massive mess because Karai (being monstrous but frankly practical) went "so wait, you want us to trust 5-year-olds to keep a clan of ninjas secret? That's... not going to fly."
Who is going to be writing her going forward, for her first weeks and months of turtledom?
I'm calling it now. Splinter dies, because that's how he gets redemption, Karai takes over the foot clan for a short period of time (barring an off screen time skip) until Shredder comes back from hell only it's really Dragon in his body.

Waiting is not something they do much in this comic, it's just rushing at breakneck pace from one crisis to the next.
And anyway there was no "room" gained by killing Slash, he had moved out of the Turtles' orbit and been a member of Hob's team for dozens of issues by the time he died. If anything there's an empty spot on the Mutanimals roster now.
It's highly likely, but I wouldn't be surprised if there was a "twist," like the comic making it look like Splinter is dead... right up until the final page where he wakes up in Kitsune's house or something. Not-dead, but moved off the board for a bit with his family thinking he's dead.

He's been around for ~200 issues of IDW comics, counting everything. And that's all he's got? This comic just doesn't attract enough attention.
Got a question. Well two actually....
1) Why did IDW TMNT sales go down? The first 50 issues? I kept hearing it was selling notably GOOD.
2) Is TMNT really that popular of a property? Under Viacom ownership the live action movies were failures. The TMNT 2012 cartoon was good for like one season and it quickly went down in quality. Rise of TMNT is outright not impressing anyone even Ducktale's reboot has gotten more love despite the flaws. And now the news of IDW TMNT just not selling all that well.
It still sells well, at least for an IDW property. Its sales haven't really fallen that much from what I understand, but you're looking at like 10k sales, which would be instant cancellation territory for the big two. So by comparison to what Marvel/DC do, it's selling terribly -- though at the same time it's kind of IDW's lifeline. Indie publishers don't get a very big piece of the comics pie.
TMNT as a property probably peaked around '91 or so.
No 80s cartoon franchise is doing as well as people seem to think they DESERVE to do. The Transformers movies were a bit of a fluke, and the cartoons have been doing "meh". The GI Joe movies were just not what anyone wanted to go see. Thundercats died one season in. He-Man is a joke. And so on.

The only places where it's normal to have the jobs be separate is the UK and the "mainstream" American industry... and it hasn't made those comics significantly better statistically. The book kicked off with Eastman giving some rough ideas to Waltz (who hadn't done any turtles stuff before the first issue), and Waltz writing them. Now it's Waltz handing off some story ideas to Campbell. We'll see how it goes.

I am worried because I loved Waltz's run and the really great continuity between books under him, of course. But to act like Sophie has already had some huge creative impact is bullshit that shows you're barking at shadows.
Waltz and Curnow are still around. In what capacity we have no idea. So how heavily their editorial oversight will be is a mystery. Is she basically filling out their outlines for now? Are they just checking continuity? Well, we have no idea.

Good, though you can't skip any of the tie-in minis and companion series and have to figure out where they fit in with the ongoing series. But if you pick up those IDW Collection hardcovers that assemble everything into a reading order, you won't have to worry about it.
The worst thing the IDW series ever put out was that Casey & April mini; pure garbage. Outside of that, the worst crime the IDW series is guilty of is its tendency to just sort of meander between big event arcs and sometimes draw storylines out longer than they ought to. Also, some of the artists they get can be pretty shit, but they're often offset by the really good ones (but they can't keep the good ones on the book for very long).
I'm hesitant about Campbell taking over as writer after #100, I'll at least give him a chance. If he turns out to be shit or crams too much obvious political crap into the book, then I'll go ahead and drop it. #100 seems like a good jumping off point, if need be. But I'll at least read it first before I decide if I want to quit or not.

IDW has been a master class in making every book important, seriously, I think only the Mikey Micro hasn't mattered to the main plot, but sometimes you do want to read just the fun mini about side bullshit that develops some cast members.

It introduced that female police officer that pops up in the book now and again, so I guess even that one served a purpose in continuity. The Infestation 2 mini is the only canon IDW tie-in that has never been referenced by the main series (and since the IDW Collections skipped it, it might not even be canon anymore).

With the death of the mentor, Jennika transferred that loyalty to the Foot Clan itself, ending up an assassin.
I mean it's not a phenomenal origin, but it's not the origin of the random "I listen to Vanilla Ice and my parents don't understand!" kids of the movie.
