It's hard for youngsters to understand I guess but there was a very short period where Howard was incredibly popular and Lucas would have been right in that demographic.
In the early 70's Marvel had a lot of clout with college students for being hip and having the perception of being for older people than DC comics. Howard was kind of the ultimate form of this, being maturely satirical of modern culture and politics. The comic got really, really insanely popular for like two or three years, there was even a massive campaign of merchandise sales, particularly a "Howard for President" button and t-shirt and an honest to god write-in ballot campaign for the character's presidency.
I guess it's the kind of thing where unless you were there, you'd just never believe that such a thing was so popular, like pogs, because virtually no one else remembers it. He was a huge flash-in-the-pan.

Its because he IS Howard the Duck, just trapped in a human's body. The only way for him to go home is to make a Howard the Duck movie that doesn't bomb at the box office. Its why he made Star Wars, to make sure his name got out into the world and insure his chances of getting home were at a maximum.
