I agree with you - lots of stuff happens and the pace is actually rather swift. Maybe it's that the core of the show isn't the usual hero's journey or a familiar 3-structure arc or an intimate focus on a single character who everything revolves around that makes it seem like the show is hollow. Or maybe it's the weird release schedule which makes it difficult to keep up with everything. I don't now, but the show certainly isn't guilty of having no plot.

I've been enjoying the show as is, though that's hardly any proof of quality.

It's a nice compromise - she's not lying about being a white alien, but she understands that the true form would only unnerv people and make them see a monster of their own preconceptions instead of her. And the most important people know anyway. Same for her being in the Dark - she doesn't like deception or deceit but she knows that sometimes the ends justify the means.

I feel that the reason is that the team of Outsiders itself is the focus instead of any individual character. It's sort of like Outsiders gets the arc this time - the origin of the core members and their reasons for joining, the heroic and sort of innocent&naive declaration and formation of the team, and the third would be a true test of both strength and character and perhaps even faith for the members.

Also there's the baggage/legacy/continuity that the show follows rigidly. This means that they have to move a lot of pieces on the gameboard in a certain and logical way to set up the board for a certain story they want to say. Some other or wholly new shows would be able to just start with whatever setup they feel they need have for their purposes.

Then, next season, she's in the JL, almost no screen time except for background cameos. This season, she's now retired and pregnant?

It's intentional in the sense that they don't want to tell Rocket's detailed character arc but are focusing on something else. It's not that they don't care or don't realise it, but feel that they should keep from for the sake of the story they have chosen to tell. As to why even have her, it's probably due to adherence to realism and groundedness - both deeply rooted principles of the show. Everything does not revolve around a single chosen one and his band of companions so there will be stuff happening that the viewers will inadvertently catch only glimpses of. It sort of attempts to reinforce the idea of a living breathing universe

Whether this works or is detrimental is up to debate.

Weisman was just taking the chance to shove in as many obscure character as he could. Also he might have gotten a little too eager to jump into massive team stuff, though it's hard to blame him when he knew he probably only had a matter of time before he got canned, and indeed CN screwed him after season 2 and he had no idea he'd get a streaming revival years later.

Rocket's a special case because they were never quite sure Icon and her would be characters they'd be allowed to continue to use because of rights issues. Hence why Icon himself never did jack and never got any focus ever while Rocket's constantly shoved into the background. Even in the video game Rocket was a secret character with no story focus or dialogue.

It's a great faithful adaption of the DC comics universe, but there's definitely too many characters and plotlines ongoing right now. We've only seen segments of a single mission carried out by the Batman Inc kids, Terra hasn't had much screentime but is supposed to go Judas any moment... and it's hard to know who the main characters are. Are Wonder Girl and Static main characters now? Then why did we barely see them in the first half of the season?

The villains are also a bit too successful - Lex Luthor has been orchestrating extreme criminal actions for like a decade without ever being brought to justice, making Superman look incompetent.

They've basically changed the focus team. Early season it was Nightwing's new squad, now it's the Outsiders. Of course some episodes also focus on neither of them.

It feels hollow because not a single of that jumble of plotlines is well-executed. This may be the single worst adaptation of Judas Contract which is quite an achievement, M'gann's brother barely exists, the actual Outsiders team has cardboard characterization, the stuff with the League is on drip feed, everything else is rushed except for the Vandal wank (which I concede lots of people liked so that may actually be a plus, but it would be better if we didn't have over half a dozen plotlines being juggled around already). We're mostly done with the season and a bunch of heavily advertised characters have yet to do anything.
