Who’s more annoying?

Spongebob is annoying, but usually as the set-up for a joke about annoying another character like Squidward or Mr. Krabs getting annoyed as the punchline, but can still deliver a joke entirely on his own.

When Steven is annoying there's no joke, it's just supposed to be a part of his character development, which doesn't do anything to mitigate the fact that it's annoying.

When SpongeBob is annoying, it's at the expense of other characters to the amusement of the viewer.
When Steven is annoying, it's at the expense of the viewer, to the amusement of other characters.

It's not enough for other characters to be annoyed at them, the annoyance is basically a punchline. Unlike in Spongebob characters in SU get annoyed by Steven, but don't say anything clever or witty because of it, there isn't even a sight gag, just some kind of expression of mild irritation that isn't inherently funny just because a character got annoyed.
