In our world we'd just give cops bigger guns. Like how cop cars tend to have a shotgun, in a setting with something like the Rhino a cop car might have a laser rifle or sonic shotgun. Something that can penetrate or circumvent powered criminals. And if the tech exists for criminals, cops would probably start getting variants of it as well. You won't want to rob a bank if the SWAT team are basically the Sinister Six in cop form.

If all this stuff existed in our world, people would probably still want cops enforcing the law instead of masked heroes. Because at least if a cop in a power suit throws a bus through a pre-school, you got his badge number and can strip him of all his gear.
