Yes. Police only show up when it adds to the story, but otherwise the only ones enforcing the law or solving mysteries are main characters. In a real situation cops would just blow supervillains away, or swarm them with swat teams and helicopters the moment one killed a single officer. Which wouldn't leave superheroes much to fight.
Yes! Real world cops must hate comic books, both for their need to make cops useless (as explained in OP's pic) and for the impossible standards of "heroism" that comic book heroes stick to. (Batman has a code against killing, and so uses non-lethal dynamite!)

Read Giant-Man. The humor is hit and miss but that's clearly because she's still using grounded characters, whereas Gwen allow more liberties. What's being said is that a fictional universe whose rules are built around narrative necessity requires organizations like SHIELD which are more exciting and sci-fi than mundane law enforcement agencies, since having huge global threats thwarted by real-world agencies undercuts the scale of those threats, which are meant, by their very nature, to be larger than life.

In our world we'd just give cops bigger guns. Like how cop cars tend to have a shotgun, in a setting with something like the Rhino a cop car might have a laser rifle or sonic shotgun. Something that can penetrate or circumvent powered criminals. And if the tech exists for criminals, cops would probably start getting variants of it as well. You won't want to rob a bank if the SWAT team are basically the Sinister Six in cop form.
If all this stuff existed in our world, people would probably still want cops enforcing the law instead of masked heroes. Because at least if a cop in a power suit throws a bus through a pre-school, you got his badge number and can strip him of all his gear. Until the corrupt police force goes even more drunk on power, THEN we get the masked vigilantes!

All the stuff that made waterboarding and Wikileaks known to a whole generation? The cops should be able to stop a bank robbery, but they aren't going to appear before the robber does. How? Teleport? Like a superhero? How do you stop the Skrulls? They can bomb your city by leaning out the window of their spaceships and dropping rocks on us. Who's going to stop them them fine military men of America, or stuntmen with Rocket Lawnchairs? No, the world need the Avengers. Or at least a new space race to give us the James Bond tools we need.
