anti-tuna fishing wackos create a copy of the potion to turn everyone into fish so people stop fishing and killing muh dolphins, except they were tricked all along by a tuna tycoon who wants to fix the future-proof the tuna industry by turning people into tuna.

Fat cousin or whatever kid is grown up and has taken up the work of the scientist who has died by this point and is working on using the elixir to elevate the intelligence of fish to serve as like, ambassadors to humanity for conservation purposes or some shit, kinda like where the idea is to make it harder to keep overfishing/polluting if the sealife can talk back
An evil fish steals the stuff and transforms into a man, kidnaps fat scientist and wants to do something evil like take over the surface
Group of fish children characters have to take the elixir to become humans and stop him/save fat scientist

2000 with an american release in 2006 and holy shit that's a brutal way to take out the bad guy.
I rember Alan Rickman (Fishman?) and just about nothing else.
It was done by A. Film Production who animated on stuff like Troll in Central Park and Pebble and the Penguin before producing their own film in 1993.
