It's a reference to an episode from last episode, where Constantine went back in time and prevented the death of his boyfriend, which caused him to never join the Legends, and a number of alternate timelines to emerge. One of them was a timeline where Mick teamed up with the Fairy Godmother and turned the Legends into the "Puppets of Tomorrow".

Teen Titans has other places where the characters appear, TTG got the original show's voice actors back which helps with the satire, and the show in general mocks a lot of superhero stuff and is close to a superhero parody. TTG also mocks itself just as much as they mock the fans who complain that TTG isn't TT.

TTG had to prove itself to be worth the dramatic change and I think it did. It's basically Always Sunny for Children and a lot of episodes are funny if you really get into it. I'm just assuming Thundercats Roar isn't going to be nearly as funny and not justify the super dumbed down reboot. I could be wrong, I'm only going by a handful of tiny clips after all.
