Could mufasa have made it up by himself if scar wasn't there?

Looks like she was going for a cannonball, was startled by the person running by, and tired to abort.

First of all we gotta consider, just what advantage would Scar get that letting him die wouldn’t net? The best I can see is some sort of trust benefit with Mufasa, but even than that could go away should Simba try to tell Mufasa why he was down there, namely to practice his roaring after that failure at the Elephant Graveyard, with Scar recommending the place to practice. If Mufasa puts two and two together, he may suspect he also told Simba about the Elephant Graveyard as well, and get suspicious of him once more. This could throw everything into chaos, especially if his original goal is the same; to take over Pride Rock.
If this happens, than I could see the story shifting into Mufasa and Scar trying to lead Simba down certain different paths, a la a angel VS devil scenario, with Mufasa continuing to emphasize the importance of the circle of life, while Scar tries to make the hyenas seem sympathetic so Simba can pity them and try to disobey his dad to help them, maybe Scar even arranging a marriage with Simba and a female hyena.
