There are only 9 shifter titans. You need to ingest a shifter titan's spinal fluid to get those powers. Hange said in Season 1 that there are no human remains found in a mindless titan's nape so it can be inferred that people in mindless titans disintegrate while shifters maintain their real bodies.
The controllable titan power is only held by 9 (rougly) people at a time. If a shifter gets eaten by a mindless titan, that titan becomes a shifter. If they die without anyone eating them, the shifting power awakens in a random Eldian.
Every other titan is a mindless titan.

There's only 9 titans who are able to shift and remain aware, they're the special 9 who inherited part of Ymir's original powers. If one of the 9 die without being consumed by a pure Titan to pass on their shifting powers, then the power will be reborn into another Eldian somewhere.
This is why Marly didn't wipe out the Eldians, they wanted to keep a private stock of them alive so they could use them as soldiers and potential hosts for the 9 powers.
