Hulk, low A-Tier, held back by general unpredictability of transformation & level of control.
Dr. Strange, S-Tier.
Black Panther, mid A-Tier.
Iron Man, S-Tier but beneath Strange.
Hawkeye, Black Widow, low B-tier.
Hellboy... low A-tier, I think. Strong, demon lineage, but ultimately limited versatility and demonic shenanigans only have so many uses in specific scenarios.
Punisher, C-tier position 1, and that's only if the association admits him at all given the propensity to indiscriminate murder.
Daredevil, C-tier.
Wolverine...either A or S-tier, case could be made for either. Maybe A-tier position 1.

Fucking cheese-like-Wisconsin-tier. Absolutely impossible to place due to cartoon physics, they could be played straight and be completely out of their depths as C-tier or they could be Flubber-in-animation reality-warping S-tier as caricatures of cops.

Maybe you could split the difference and put them in B-tier? It's just not feasible to even guess.

Wolverine would be S tier easily.

Zombieman, he regenerates almost instantly from absolutely any kind of injury and his guns are so strong they'd blow anyone's arms into pieces if they were to use them.
