What does Diavolo do?
He can erase time in small segments, and see the future a bit. Also he's schizophrenic with multiple personalities, and there's no physical proof he exists as even his own henchmen have never seen him before and can't track him down. Also runs a mafia that sells drugs to kids on the street among other illegal activities.
Also, he's literally two people and telepathically 'phones' his second self on frogs and ice cream cones

He is the boss of a extensive and powerful criminal organization controlling a big chunk of Europe drug trade. He is virtually untraceable, and has the power to erase time which he uses skip undesirable outcomes in close combat and the ability to see 5 seconds into the future.
He also has a second personality of a young innocent young man and can somehow physically morph into him to avoid detection.
He controls the underworld of Italy, and has power over politicians. Among his men there are many guys with weird powers that could kill you in seconds if they wanted to, Like a guy who controls a teleporting shark, a guy that manipulates the metal in your blood, a dude who can deflate you like a balloon, and a psycho that spreads a deadly fungus that kills everything living in seconds.
I mean Batman could easily intimidate the gang members but once he is against the Boss he is as good as dead. Preptime doesn't work with Jojo characters all of them would pull the "I knew you knew" and kill him in the spot.
None of the gang members know anything about the boss, so that's a dead end. Even the gang members are all trying to secretly track down and kill the boss and none of them have been able to do it in years.

Probably one of his public personas. Diavolo probably has a few different identities.
Can't track down a man who doesn't officially exist in public records and systemically erases all traces that he ever existed in the past due to some sort of paranoia.
Batman isn't even a good detective; comics just say that he is.
I'm not sure its possible for him to actually catch Diavolo.
Imagine this: Batman does EVERYTHING RIGHT and tracks Diavolo to a specific place at a specific time. He can see someone in the room below. He crashes in through the skylight -
「KING CRIMSON」
Before Batman hits the ground, Diavolo is fucking GONE and so is all of the evidence that he was there. The moment he came in through the skylight, King Crimson triggers and Diavolo gathers up all of his stuff and leaves, and then erases the segment of time where he actually did all of that, so Batman just crashes into an empty room while Diavolo is already escaped.
And thats a best case scenario for Batman, where Diavolo decides to avoid direct conflict rather than just try and kill Batman with an invisible, time-destroying ghost that can punch clean through him.
Just trying to track down the boss seem to put you in his killing list, Polnareff just started asking question when the Boss ambushed him and almost killed him.
He flat-out can't. Diavolo is quite simply a non-entity. None of his gang even know who he is, so they're dead ends, and Diavolo can always use [KING CRIMSON] to delete any traces he might've ever been if he so chooses. Or just outright kill Bruce if he catches on.
He controls all the systems in the country; media, gangs, etc. He's bought off everyone important so that once you set foot in his territory you can't really get help.
Its weird that it's polnareff the one that's looking for him.
I mean, he literally knows a dude that could punch a camera and a photo showing who he is and where he is comes out.
Part 5 is kind of disappointing, I don't think is bad, but they start the story introducing a complex gang hierarchy, and when Giorno secretly kills one of the top dogs and makes it look like suicide you'll think the story is going to be more complex that it really ends up being. As it is the story is GioGio and friends running from different enemies until the boss shows up and a somebody gives them a Mcguffin to kill him.

Here you see a bunch of teams with their own respective turfs and leaders yet in the story they only fight the assassination squad and 6 extra guys and then straight to the boss. Quite underwhelming when we could have had intrigue, betrayal and gang internal conflicts.

They would probably have Batman pull a more effective version of Polnareff's gambit or something where he predicts the time skip and traps him.

won't the omega sanction eventually be lifted once the victim reaches the present? though that ends in a world shattering kaboom so that's not much of a relief.

Omega Sanction seems scarier than the Gold Experience, but only by a tiny margin. GER promises infinite death as your life... but OS promises you get to die in every single shitty doomed timeline and parallel hellverse to ever exist, which is likely infinite.

But he can 「ERASE」 the instant he gets hit... most likely doing so it hits somebody else.
He couldn't do that with GER because GER's power of 「to seal fate」 was 「already active」 the instant GER came into existence.
