Before that, so many readers had complained to Stan and Jack that Sue was useless, that they actually had a story that had the in-universe characters read their own fanmail and defend Sue by saying that she is totally really useful even though she almost never fights. I guess that that story didn't really stop the angry letters, so they decided to actually make Sue useful by giving her better powers.
