Jim Davis always put effort into it. But Garfield's been ghostwritten by Paws, Inc since the late 90s. There's a reason Garfield is king of the Sunday funnies, got an actually wildly popular saturday morning cartoon and became a merchandise empire that outlasted the Simpsons. While Garfield hasn't been good since 2000, the 70s, 80s, and most of 90s era Garfield is classic.

It's more to do with how Garfield is something safe and generic. But horrorfield got run into the ground extremely quickly.

This happens with nearly every meme. Too many people jump on the opportunity to make their own version, so it plays out too quickly

it's definitely never gotten as good as it was in the classic days, but the comic definitely got a lot better once Jon and Liz started dating, as it allowed the comic to jettison a lot of things that had become tired and overused(pretty much everything involving Jon trying to pickup girls for example), and allowed the comic's dynamic to have some fresh new angles with Liz being the straight woman to Jon being a goof

It was good before it came back 2 years ago and lost any sort of nuance the original videos had. That one hour video of the old dude over-analyzing that one comic strip was lame and the ending to the whole series was edgy shock-value garbage.
