It's a movie featuring Spider-Man, not a movie about him. You wouldn't say Thor Ragnarok is a Hulk movie, despite intentionally featuring him heavily, since that's the only way they have the rights to use him (no standalone movies). Miles' hero name is also Spider-Man, but that's not to be confused with the original Peter Parker Spider-Man, like the Jane Foster Thor is not the same character as the actual Thor.

The amazing spiderman movies are absolute garbage, and in no capacity deserving of an A and/or B, a C is also too much, but serviceable.
So even though it is titled Spider-Man, and focuses on a character named Spider-Man, and includes a significant amount of time focused on a Spider-Man named Peter Parker, it isn't a Spider-Man movie?
He might be grading on a bell curve that includes a lot of the crappy superhero movies of the 90s and mid 00s

Spider-Man 3 deserves at least an A- because maybe while it wasn't unironically good, it was pretty funny. The ASMs deserve a little more respect than people tend to give them. I don't fuck with MCU Iron Lad at all personally. I can agree that ITSV is the best Spider-Man on screen so far.
Overall though Peter deserves a lot better than what he's ever been given in a live action film.
