It's probably because of his face/voice/height making him always get type cast as a young guy, but now that he's older he's in this odd old man/baby face combo that coupled with sounding too mild mannered and milquetoast, makes him unfit for many lead roles in plenty of movie genres.

Tobey brings a lot of maturity to the role, which was essential for the message of "Great power etc etc". He's pretty flat in terms of comedy and his romance stuff is awkward, but he still pulls off a great transition into becoming the hero. Now, that doesn't make him a perfect Peter but it still works considering the narrative Raimi was establishing
