Traditional Animation is pretty time consuming and a highly skilled trade. Back in the days, you needed to be on your A-Game to draw for Disney, or Looney Tunes and study classical arts, gesture drawing, classic music, and do sketches every day with at least 10 years of portraits and what not.

Cuphead isn't really that good of a game. It looks cool but gameplay is stupid, unrewarding and repetitive.
I think this is a going to be terrible idea. Very little chance of it working out for the best.
The fandom only works BECAUSE they have so little actual characterization, fans can project whatever personality they want onto the characters, and the tone of the universe they inhabit.
A cartoon series will have to expand on that, and that it automatically going to turn off countless fans who don't like the chosen characterization.
Also by turning it into a cartoon there is big questions about what they'll be allowed to do. Cartoons are stricter on a lot of moral issues (aka 1930s cartoon themes) that Cuphead as a game can play with. If they make it an adult cartoon series it'll block off half the potential audience, if they make it a kids cartoon series it'll be a critical failure I'm sure.
Not to mention the animation is going to take a massive hit I'll bet.

30s cartoons design philosophy was that movement should be happening all the time. They thought if things weren't moving, as an animated cartoon they were wasting the audiences time. Hence why rubber hose was so bouncy.
I fully anticipate this to poorly emulate 30s shorts by not understanding this philosophy at all. They'll do what all modern interpretations of 30s cartoons and only use these effects sparingly because it's what is expected to be in a 30s style cartoon.

There's a couple of Korean studios now the use an all-digital process, as well as Titmouse (which primarily does puppet animation but sometimes does frame-by-frame in stuff like Venture Bros, Superjail, and Ballmastrz) and Bento Box, but most western cartoons animated traditionally are still drawn and inked on paper and then scanned in and colored digitally - this goes for SU, OK KO, The Simpsons, Spongebob, Gravity Falls, etc. etc.
