In the case of a comic, you may not be able to use the name Mickey Mouse on the cover. I don't know how it would work for a cartoon, maybe he can be called Mickey within the cartoon, but you can't title the cartoon Mickey Mouse or advertise it has having Mickey Mouse.
The first year that Mickey goes PD means you can use elements seen in Plane Crazy, Gallopin Gaucho, and Steamboat Willie, because those three were released in 1928, the first year Mickey debuted. You can't use the designs by Paul Rudish, because the cartoons using Rudish's designs were released in 2013.

Studios were trying to push superheroes since 1989 Batman (70's Superman films didn't really inspire a bunch of other studios to make theatrical adaptations) and then it spiked again in 2000's with X-Men and Spiderman. But it wasn't until Avengers did we see a very gradual decline in cinema box offices for any film that WASN'T Disney or Disney-owned.
Now we're at the point where the top 5 films this year so far are properties that Disney has a finger in. Everything else has either struggled, were below expectations, or outright failed. We've never had such a monopolized movie season since, I don't know, fucking Elvis was around and only his movies made money maybe?

The name would be trademarked along with certain elements. You'd still be able to make new media if you're basing it on the three cartoons from Mickey's first year (Steamboat Willie, Gallopin Gaucho, Plane Crazy). What you can't do is base it off anything else that didn't go PD yet (Fantasia, Runaway Brain, Rudich shorts, etc)
All the Baum Wizard of Oz stories are PD and there's lots of people taking advantage of that. Similar with Sherlock Holmes, where most of the Arthur Conan Doyle stuff is PD. Tarzan is one where it's partially PD but still trademarked so there's still a lot of questions about that.

Not really. The MGM Oz has as much of a vicegrip on people's perception of Oz as Disney does with the older fairy tales that makes studios hesitate doing more stuff in that world. Even Walt Disney himself realized that when he planned on doing Oz movies based on the other books with the Mickey Mouse Club kids and realizing he couldn't compete with the original.
Return to Oz exists because Disney realized they might as well do SOMETHING with the rights they were sitting on for 30 years before it went public domain and they ended up giving MGM money to use Ruby Slippers.

The 1939 film is the dominant version of Oz in people's minds but it's not like others haven't tried to do stuff based on the books. The Wiz used the Silver Slippers, Wicked (both the book and musical) uses the Silver Slippers as well. There was also a Disney Oz film with James Franco from a few years ago that people were saying was a "spiritual sequel" to the 1939 film but lawyers were brought in to make sure there wasn't any reference to said 1939 film. And there was a 2012 film called Dorothy and the Witches of Oz that had Christopher Lloyd and Sean Astin in it. And then there's also those various small-time animated projects in this decade. There's definitely people trying to take advantage of the fact the Baum Oz stuff is PD, even if they can't match or surpass the 1939 film.

And except for the Tom and Jerry movies that fall under "small time animated projects" (they did a sequel with Jason Alexander as Nome King), all of those movies are dead focused on the original book and trying to be as close to the movie without a lawsuit. No Ozma, no Nome King, no Jinjur, no Mombi, none of the even wackier sidekicks like Hungry Tiger, Wogglebug, Patchwork Girl, or the MAX Charisma Hobo.
The James Franco movie is an undeniable spiritual prequel to the 1939 film and they had to go to great lengths to find a shade of green makeup that looked enough like the MGM Witch of the West without getting sued. Dorothy and the Witches of Oz is just fucking American McGee Alice shit playing off "Oz being a dream", even though its not only real, but Dorothy ends up moving there permanently. And then there's all the stuff that makes up their own material for a direct sequel to the original like there isn't any books to mine. Hell, even Baum's own fucking grandson fell into that trap with that Lion of Oz prequel cartoon of his.
