Osborn is peter's main foe, his archenemesis, and none of his other villains are anywhere near his level. Doc Ock compared to GG is like comparing a little baby to a NFL football player, totally inferior in every way; Hell, that's what half of the superior spiderman was about, Osborn just rubbing Otto's face in his shit about how shittier than him he was.
Why's everyone want burnt roadkill when they could have Prime rib? Osborn should be our next villain, the real deal, not some shitty ass second stringers.
The legit reason why they can't do Otto is because it's already been done.

I like that they've never really re-done any villains in the Spidey-flicks. It's not like Superman that has used Luthor time and time again.
Green Goblin, Doc Ock, Sandman,Venom, Harry Goblin, Lizard, Electro, Rhino, Vulture, Shocker, Mysterio all managed to get some sweet cinematic action. Harry's Goblin being the only one to show up more than once.
We still need Kraven, Chameleon, Scorpion (homecoming was just set up), Smythe and the Slayers, The Enforcers, Hobgoblin and The Spot all deserve a showcase over another Norman movie.
