This was kind of my though too, but I'm pretty sure all that stuff about how Disney is constantly watching, and that there are plainclothes security everywhere, etc, has become basically an urban legend at this point (one that Disney is happy to have people keep repeating).
But in reality, if you watch videos of fights or other things going wrong or getting out of control (other than standard ride e-stops), the response time is actually often shockingly slow and the cast members often seem dumbstruck and don't seem to know what to do.
Thankfully incidents like this don't happen all that often (mostly due to the price keeping lowlifes out), but I get the feeling that Disney isn't really as prepared as people think they are.
Shit, over 3 minutes until the first sign of security. And a janitor is the only employee to step in before that. That's really embarrassing for Disney.
Maybe Toon Town is just the furthest possible spot away for all the security because who in the FUCK gets into fights at fucking Toon Town? Evidently, black people do
Who gets in fights at Disney in general? You've paid hundreds of dollars to fly to that fucking part of the country and another handful of hundreds to get into the park, not to mention getting fastpass or anything else.

Nah, this is Disneyland, not World. There are plenty of ways to get in without paying full price. Specifically, the monthly payment plan for APs has been by far the worst thing for Disneyland crowds -- not just the number of people, but the type of people. I'm 100% sure the people in this video are AP holders using a payment plan (aka buying something they can't actually afford).

its also like a supermarket store. when i worked at them, i was told (i only worked in the nation wide ones) that i cant stop any shoplifter or stop a fight myself, and to avoid any and all confrontations like that and let security or other by standers deal with it because if I steped in, i would get hurt and cause damages or i might damage someone and that person could sue the company if i touched them or some gay shit or "assaulted" them (although that isnt the same as a security person stopping, for some reason, despite working for same company). also i dont wanna randomly get shanked, gun shot, or generally hurt at all. lets face it big black guys can stop the average american person unless they get ganged up on. one time i aksed if a bunch of employees were allowed to gang up on a guy if he is hurting us and they said we still couldnt do that, we couldnt throw any punches at all and "let security deal with it"

If there's ever an emergency in Disneyland that's actually pretty much the best you can give for location. Anaheim dispatchers and PD are familiar with the layout of Disneyland so they can relay to onsite officers and DL Security exactly where the emergency is. It definitely sounds ridiculous when spoken out loud though.
