The High Evolutionary, an X-Men/Avengers villain that was never used in the X-Men film franchise, is now owned by Marvel proper again. Among his experiments that resulted in a certain sect of dangerous mutants that were taken away from the planet for their mutual safety, woodland creatures were taken as well and since they were already there, the High Evolutionary experimented on them, giving them intelligence through a vast cloning process. A defect produced Tails but proved to be beneficial given his aerial momentum. Sonic tapped into the electrostatic power source of his cage to the point where he became a living source of it, and gained super-sonic speeds as a result.
Put simply, "The High Evolutionary, amidst his other experiments, took woodland creatures and sought to clone them with mutations that would give them powers greater than Inhumans or those 'enhanced' by Infinity Stones. There were many failures, but Sonic and Tails were his greatest successes."
Eggman could be his usurping assistant, killing the High Evolutionary and surpassing him on his own work. Only for the cycle to repeat with Snively.
