Art is hard enough to define that this sort of question becomes pretty close to impossible to answer. However, I like to define art as a work or article that is intended to evoke a particular emotional response from an audience. By that definition, most cheesecake is plainly art. It is created to evoke awe and lust in the viewer. That's also what it does. It serves the purpose for which it was created and gives the viewer the soup of feelings the artist intended. So, usually, cheesecake is art.

Cheesecake fits in a weird grey area between highbrow art, lowbrow art and straight up porn. Sometimes old cheesecake gets uplifted in status due to the passage of time, the advertising art of Rockwell and JC Leyendecker are SFW examples of this. Pinups like Alberto Vargas have experienced something similar. The artwork serves as a historical document and says something about the culture of the time period so it has gained artistic value in the eyes of modern critics.
A lot of cheesecake will never be uplifted in that sense. If its means to simply make someone's pp hard it will likely never escape the ignominy of just being lewd, crude artwork. Doesn't help that a lot of it really isn't drawn that well. Cheesecake that has a sense of humor, tells a little story, or has some amount of characterization, tends to be viewed more favorably. The opposite also happens with old paintings and artworks that people considered fine art, we discover new things about them and realize there really wasn't any deeper meaning than 'mmm tits'. Paul Gaugin is an artist, for instance, who has fallen in esteem now that more people know how oddly creepy he was, and that the sensuality of his artwork was manufactured and not representative (as many believed due to the influence of his artwork).

Starman #44 "1943: Things That Go Bump in the Night" is a one-shot story about Sandra Knight, the Phantom Lady, teaming up with her cousin Starman to defeat Prairie Witch. Phantom Lady has an interesting talk with Starman about how she could have joined the Justice Society and become a famous superhero but decided she likes "running around looking beautiful, breaking a few jaws, kicking a few backsides. Same old, same old." She also admits she's vain and her costume affects how people perceive her, saying no one would want Phantom Lady's help if they could get Green Lantern's. Then she haunts down Prairie Witch and flips her bounty for war bonds.
It's actually a beautiful love letter to a character most people don't understand and highlights everything that's great about someone who doesn't have any powers or a dramatic origin story motivating them, just the willpower to always follow their heart and fight for what's right. The original Phantom Lady comics are pretty rad too and usually considered apex cheesecake and good girl art, especially the issues rendered by Matt Baker sometimes under the pen name Gregory Page.
