it can't be so sophisticated that no one could even repair or maintain it. Peter was able to build an entirely new Spider-Man suit using what appeared to be a very intuitive AI and design programme. I'm sure Rhodey and Pepper could probably do the same. Heck, I'm willing to bet Tony probably taught them how to maintain and operate their own suits prior to his death.

You could argue that War Machine and Rescue are still in mourning or semi-retired after Tony's death.
Falcon and Winter Soldier are probably off the grid doing missions somewhere. Hawkeye is definitely retired. Scarlet Witch probably said fuck it to the superhero life and went into hiding.

Well, the first time you could say that he was abroad doing military shit. In Infinity War, he was dealing with the aftermath of Civil War. Also, the whole invasion started and began fairly quickly, so most people who weren't at Ground Zero wouldn't have had a chance to respond before Strange got abducted and they all fucked off to Titan.

Also in terms of skills and abilities outside of the suit, he's just a pretty good engineer working alongside world-class talents, experienced military personnel and one-in-a-million geniuses, which pretty much makes him come across as the dumbest guy in the room.

We still don't know what Fury's new project is because it may just be SHIELD without the budget and operating on the remnants of the black sites. Or, you know, it's the Skrull network operating as its own agency for Fury.
