Stilt-Man was a janitor at Stark Tower who was told to pack armors to move. He forgot to pack one of the extendable leg armors and then the attack on the cargo plane happened.
Hemming and hawing whether to finally give it back, he got up the nerve when the snap happened. Realizing there was no one around to stop him he became Stilt-man.
Stark did almost stop him but realized he needed something to do so he kept "accidentally" letting him go and providing tips on how to improve the armor to someone as simple as a janitor. This is how he stayed complacent for the five years.
Next movie will be about a Chameleon and will be an espionage spy thriller. Chameleon has information about Stark that might tarnish his reputation forever, so Spider-man is playing cat and mouse game with him before he manages to damage Tony's reputation. The twist is that Chameleon's mere existence is actually damaging to Tony's reputation, as in his early days Tony hired him for industrial espionage.
Second twist is that he was hired by Stein unbeknownst to Tony to avoid any consequences :^)

Norman Osborne thought using Chitauri tech was a great idea to help humanity prepare. Too bad Norman thinks he is Tony Stark except he failed in different ways. Where Tony have a loving daughter. Harry hated him, whereas Tony was a playboy, Norman had an arranged marriage
Yo, here me out on this. So imagine there was extra terrestial goo Stark Worker. But Tony died and send him mean e-mail saying he got fired. Now he's angry and goes to Earth to show people how bad Tony Stank is. Angry Goo alien comes to Earth and merges with gay/black/indian guy who's Eddie Brock now. He doesn't like Stark because he once bumped into him in office and make him drop his papers or something.

Kraven would be better linked to Black Panther:

You could change Spot's origin from Kingpin to Stark and it would still be the same. Just have Tony secretly researching Darkforce or something like that.

That could work
My idea is you introduce the Savage Land where some shield agents go missing. Spider-Man is sent in and one of Kraven kids is a guide (probably the daughter) then she dies in the mission. Kraven finds out (turns out he been living in Savage land for years) leaves to get revenge on Spider-Man.
Twist is the child survived and wanted to lure Kraven away to steal some type of weapon from his house. Villain speech and Tries to kill Kraven eventually dying fo' real real.

Otto Octavius is the secret shame of Stark Industries. Years ago, an overzealous yet brilliant scientist working at Stark Industries named Otto was working on mechanical prosthetics and human genome splicing. Appalled at the human experimentation happening under his nose, Stark fired him, erased all record of Otto ever being employed, and ostracized him from the scientific community. Otto, in his desperation, was trying to cure his dying body, and one of his most promising experiments involved genetically modified spider venom. All of his specimens died, save one. Unfortunately the specimen was lost during his firing, escaping, only to find it's way to a young Peter Parker on a tour at Stark Tower with Uncle Ben. Otto discovered what had happened, amazed at the transformation, and watched from the shadows for years. Coincidentally enough, Otto hired the thief who accidentally shot Ben Parker, and has orchestrated Beck and the forming of The Sinister Six. He obtains Peter's DNA, clones himself a new body melding his genes with his, and thus becomes THE SUPERIOR DOCTOR OCTOPUS

Electro: Stark product used wrongly causes him to get electrocuted and gives him powers
Scorpion: Private Investigator who was trying to snoop on Tony's affairs and got caught and fucked over by Tony due to lawsuits, then became the criminal you see in Homecoming
Sandman: Producing a specially-made sandbox for Morgan goes wrong and William Baker gets mixed up with the sand and weird explosions
Roderick Kingsley: Stark was supposed to back the fashion line but pulled out at the last minute
White Rabbit: Tony found out she was hoarding rabbits and called the authorities
Lizard: disgruntled Stark employee
Alistair and Spencer Smythe: disgruntled Stark employees
Swarm: Attempt to use Stark Tech to keep an aging Nazi alive for trial goes wrong and he turns into bees.
Molten Man: Liz has a brother who got inspired by Mysterio's Molten Man and was upset that Stark indirectly cost his adopted dad his job
Morlun: Corporate Rival of Stark's who fell into a vat of radioactive vampire bats
Jackal: Attempt at cloning Tony Stark goes wrong
Hammerhead: Iron Man accidentally gives him a head injury
Silvermane: Corporate rival of Stark's who was mocked for looking frail against Stark
Tarantula: Former Stark employee who tried to steal the Iron Spider suit
Spot: Stark employee who fell through a hole and Stark didn't know it
Rhino: Stark caused his TV show to be canceled, too

If you've seen the movie you know these were not considered incarnations of either Sand Man, Hydro Man or Molten Man. But it's not a problem to make new versions of them later. My guess now is we'll get some kind of Sinister Six build up. God, these MCU Spider-Man movies are so boring...

This could work for someone like Cardiac. Random injured marine experimented on with the first fully artificial heart. After it was a success the government or private enterprise wants the heart back for study so they can make billions off it. Heart being a thousand times more valuable than the guy it is in.
